Dear Lions, 

Texas Governor Gregg Abbott released an Executive Order prohibiting Government entities from mandating the use of masks. As a political subdivision of the State of Texas, NCTC will follow the Governor’s Executive Order for Government entities and effective immediately NCTC  is no longer mandating the use of masks while on campus.

From Texas Tribune;

“Gov. Greg Abbott issued an executive order Tuesday banning government entities in Texas — like cities and counties — from requiring masks to fight the coronavirus pandemic. The order also says that after June 4, public schools will no longer be able to mandate masks on their campuses.

Starting Friday, any government entity that tries to impose a mask mandate can face a fine of up to $1,000, according to the order. The order exempts state-supported living centers, government-owned or -operated hospitals, Texas Department of Criminal Justice facilities, Texas Juvenile Justice Department facilities, and county and municipal jails.

When it comes to governmental entities, Abbott's latest order appears to clarify and build on his earlier decision to get rid of the statewide mask requirement. In that order, he said "no person may be required by any jurisdiction" to wear a mask. Now, he is saying a specific type of jurisdiction — governmental entities — can face a penalty for mandating masks.”

This order does not mean that you cannot choose to wear a mask, rather it is no longer allowed to be mandated.

Dear Lions, 

The Board of Regents met last evening, May 17, 2021, and made decisions with input from the data collected by Faculty Senate and the Division of Emergency Management to move COVID-19 protocols to the following. 

First, we are eliminating outdoor mask requirements on campus as of today, and the following changes will be effective on Monday, May 24, 2021. 

• Indoor mask requirements will be eliminated, however, mask are always optional for those who feel more comfortable continuing to wear one.

• Visitors are permitted on campus, including visiting student spaces and faculty offices and other general public areas.

• Water fountains will be turned back on.

• Work items can be shared such as pens and paper following CDC guidance regarding a lack of evidence to support the transmission of COVID-19 via surfaces.

• Elevator occupancy limits are lifted.

• No current cleaning protocols will change.

We will be working with instructional and faculty leadership to provide a plan to the Board of Regents at the June Board meeting for the conversion of classroom spaces to their pre-COVID configuration on or before the Fall 2021. Capacity signage will be posted to be equivalent to the college social distancing standard (CDC 3-foot distance).  We will continue to request social distancing practices as this is the CDC recommendation and we will also continue to encourage frequent handwashing. 

College travel restrictions will remain in place for now and any business travel must be approved by your appropriate Vice Chancellor. 

We are excited to see at least small moves toward the “pre-pandemic” time period, but rest assured we continue to place the health and safety of our NCTC community as a high priority.

Dear Lions, 

I would first like to say how much I appreciate all of you and your efforts in keeping NCTC working during a historically difficult time.  The challenges associated with the COVID-19 pandemic have been insurmountable for some, yet each of you have maintained your dedication to student success. 

That being said I am also so encouraged by the current reports and numbers.  We are currently at an all-time low for numbers of cases at the college and the numbers of vaccinated employees continues to increase. 

After an open and candid discussion with the Board of Regents at Monday night’s meeting and the tremendous concern offered by the majority of the Board regarding at home work, alternating work schedules, etc. I have made the decision that all staff employees will be required to return to onsite/campus-based work on May 17, 2021, the start of the four-day summer work schedule.  This also means we are no longer in Phase II of the Pandemic Response but rather will begin “normal” operations beginning that day.  This is a good time for us to return staff as most of our faculty will be off starting that same week therefore we will still not have “full” campus populations. 

Mask policies, cleaning, and social distancing policies will still remain in effect until further notice, but we are excited to welcome the team back as a whole.

Beginning tomorrow, April 20, 2021, we will no longer require daily temperature checks at the entry doors. Access to buildings can be made from any entry point.

All other COVID protocols including face masks/face coverings, room cleaning, washing of hands, and social distancing will remain in place until further notice.

The daily check-in app, Sine Pro, remains and all employees and students should continue complete the daily health check before arriving on campus each day.    

Health & Safety

Face Masks/Face Coverings
Face Masks are required while you are on campus. We strongly encourage everyone on campus to wear face masks or face coverings when in the presence of others. Appropriate use of face masks or coverings is essential to minimizing risks to others near you, though it is not a substitute for social distancing. NCTC anticipates that most will bring their own masks for use while on campus. However, to facilitate the use of protective masks on campus, the College has obtained a limited supply of masks and will provide masks, if needed.

Social Distancing
Maintaining space from others is one of the most effective tools in slowing the spread of COVID-19. Public health officials recommend that individuals remain at least three feet apart at all times, do not gather in large groups, and be cautious about attending mass gatherings. To support this effort, NCTC will continue to encourage some virtual meetings using tools such as WebEx and Zoom and will restrict face-to-face meetings.

Advanced Cleaning Protocols
NCTC has collaborated with its custodial vendors to conduct advanced cleaning protocols in accordance with the Centers for Disease Control (CDC) guidelines, and custodial services will conduct additional cleanings.

In addition to these disinfection procedures, additional care should be taken to wipe down commonly used surfaces. NCTC encourages all employees to wipe down their work areas with EPA-registered 60% alcohol solution before starting work and before leaving any room in which they have been working. NCTC is ordering additional cleaning supplies that will be provided for NCTC purposes.

Plexiglass Dividers
A number of NCTC workstations are designed to provide customer service to the public. To protect these employees and campus visitors, the College dividers will remain to maintain physical separation and will install additional dividers if requested.

Hand Sanitizer Stations
NCTC provides additional hand sanitizer stations in the common areas of every campus facility for use by employees and students. Disinfectant wipes or spray will be available for use by instructors and students for wiping down instructional spaces, as needed.

Restrooms
The occupancy of restrooms will continue to be limited based on facility size to ensure at least 3 feet of social distancing between individuals. Restrooms will be cleaned at least every two hours during the day and will undergo a detailed cleaning each evening. Please wash your hands thoroughly after using the restroom. 

Elevators
Campus elevators are limited to two individuals at a time. When using the elevator, please wear your mask or face covering and avoid touching the elevator buttons with your exposed hand/fingers, if possible. Wash your hands or use hand sanitizer upon departing the elevator.

Travel
Travel still remains restricted between campuses, NCTC limits official travel to that deemed essential by the appropriate Vice-Chancellor.  

Use of Facilities
NCTC will evaluate each request for on-campus events and external requests for the use of facilities on a case by case basis to determine if the event will be approved. This includes meetings, banquets, luncheons, speeches, performances, and other gatherings. Employee meetings are affective and continue to be encouraged.

Good afternoon,

Several of you have been reaching out post Governor Abbott’s Executive Order in which he declared that all businesses of any type may open at 100% capacity and that the statewide mask mandate is ending.  That executive order still allows individual businesses, counties, cities, and municipalities to make decision on masks, etc. that are best for the communities they serve.

That being said, we are following protocols set by the Texas Higher Education Coordinating Board in conjunction with a NCTC temporary COVID-19 response policy.  I understand many of you are being vaccinated and are hoping for a reduction in the safety protocols currently in place.   Keep in mind, however,  some of our employees and most of our students are not yet eligible to get the vaccine. Now is not the time to let up!   

So, the current social distancing procedures remain in effect. Maintaining space from others is one of the most effective tools in slowing the spread of COVID-19. Public health officials recommend that individuals remain at least six feet apart at all times, do not gather in groups, and avoid mass gatherings, call from your desks rather than walking to office to ask questions, and utilize WebEx for contacting each other when possible.  Also, face masks/coverings will  continue to be required of all employees and students.

As we begin to hopefully experience some lessoning of restrictions, we also must stay diligent in our efforts to keep everyone safe.

Dear Lions,

I know that the life is fairly frustrating right now and work becomes more of a challenge when you add further regulations and protocols, however, we are beginning to see some relaxation regarding our social distancing policies, etc. as they relate to the COVID-19 pandemic.  I understand that we may perhaps feel more and more comfortable with the “new norm”, however, even this week we are experiencing a letup of employee protocol leading to multiple possible exposures that should not have taken place had we been as diligent as we should be. I remind you that if you where exposed you will be notified, so don’t panic, but the following continue to be in effect or are new procedures I am creating to combat further exposure as best we can.

1. The current social distancing procedures remain in effect. Maintaining space from others is one of the most effective tools in slowing the spread of COVID-19. Public health officials recommend that individuals remain at least six feet apart at all times, do not gather in groups, and avoid mass gatherings, call from your desks rather than walking to office to ask questions, and utilize WebEx for contacting each other when possible.

2. Effective as of today and until further notice, no meetings are allowed face to face. All meetings of 3 or more individuals must be conducted virtually.

3. Face Masks/Face Covering continue to be required of employee and students. This policy will be strictly enforced. Failure to follow the policy may result in student or employee discipline.

4. To safeguard our campus communities travel will be restricted between campuses, NCTC will continue to limit official travel to that deemed essential by the appropriate vice chancellor. (No college vehicles will be available). No official out of town or out state travel will be allowed until further notice.

5. Faculty will be allowed to return to on-campus office hours if they so desire beginning January 19, 2021, however, encouragement will continue to be given to establish limited numbers of hours on campus, especially those teaching online only. If you have private office you have more flexibility for office hours. BUT, faculty are not required to maintain regular office hours on campus at this time.

Also, out of an abundance of caution, starting January 19, 2021, the college will move to a work schedule of Monday through Thursday 8:00 AM to 5:00 PM and Friday 8:00 AM to 12:00 PM.  We will not have face to face extended hours after 5:00 PM but rather will move back to virtual hours from 5:00 PM to 6:30PM in areas deemed appropriate.  We will still be open Saturday, January 16, 2021 from 9:00 AM to 1:00 PM. Also, expect emails from your Vice Chancellor today to clarify your work schedule as we plan to stagger employees for remainder of the month.

Good evening Lions! 

As we begin another semester I would like to remind each of you of a few items plus notify you of some changes to our original plan for Spring 2021. 

The College will preserve our current social distancing procedures for Spring 2021 semester.  Maintaining space from others is still one of the most effective tools in slowing the spread of COVID-19. In order to continue to support this effort, NCTC will encourage virtual meetings using tools such WebEx and will continue to restrict face-to-face meetings. Also, the institutional mask policy will continue indefinitely.

To further insure health and safety, travel will be restricted between campuses and NCTC will continue to limit official travel to that deemed essential by the appropriate Vice Chancellor. No out of state travel will be approved and any in state travel must be deemed mission critical and approved by the appropriate Vice Chancellor. 

NCTC will continue to require self-certification in compliance with the THECB guidelines for the Spring semester that requires employees and students, prior to returning, to self-certify that within the last 14 days they have not been COVID positive, do not have COVID symptoms, and have not been in the presence of anyone known to be COVID positive. If the answer to any of these questions is “yes,” that individual will be required to notify NCTC, self-isolate for 14 days, and return to campus only if symptom-free at the end of that period. No employees will be allowed to return to work until they have self-certified. This will also be a requirement to return to work from the Holiday Break (SINE Pro Software).

Residence hall students will be returning to the campus in the spring.  However, those who test positive for COVID-19 who are unable to relocate to their permanent residence will be moved to a separate facility the College has established specifically designated for self-isolation. Students requiring medical care will be treated as appropriate by medical professionals. 

Students who test positive for COVID-19 may return to NCTC classes and activities after testing negative and after their return has been cleared by their health care provider or in accordance with the most recent local public health and medical guidance. 

Faculty and staff who test positive for COVID-19 will be required to work remotely or take sick leave or other appropriate leave in accordance with NCTC policies and regulations. These individuals will place themselves in self-isolation as determined by local health officials at the time of testing, returning to NCTC only after testing negative and being cleared to return by their health care provider or in accordance with the most recent local public health and medical guidance. 

Beginning on January 4, 2021, the College will work a work schedule of Monday through Thursday 8:00 AM-5:00 PM and Friday 8:00 AM- 12:00 PM.  However, Offices will be working staggered schedules for coverages of 8:00 AM-6:30PM Monday through Thursday and 8:00 AM-12:00 PM on Friday as we did in the spring.  Therefore, you will be following the model of work at office/work at home that we used in the fall rather than all individuals returning at once.  Each department will notify individuals of their work hours. 

For tomorrow only, (January 4, 2021), assume you will not be on campus UNLESS you are notified by your supervisor.  This will enable us to better negotiate a schedule for the remainder of the week. 

Also, as is tradition, we will be open on Saturday January 9, 2021 and Saturday January 16, 2021 from 9:00 AM until 1:00 PM to serve students.

Good morning Lions, 

As you have probably noticed, we are seeing an increase number of cases of COVID-19 in the communities we serve resulting in limited hospital beds, etc.  In an attempt to further reduce the risks of exposure on campus we offer the following protocols effective immediately. 

1. No gatherings of staff and faculty of more than 3 people in a single meeting. All meetings should be conducted by WebEx the remainder of the semester.

2. No celebratory activities. I know it is hard, but we must not allow any gatherings in which more than 3 are in a single space. Also, no food, beverage, etc. can be offered during this time. We typically would have office parties, etc. this week, I am afraid they cannot be held this year.

3. Further possible restrictions may be forthcoming, to include a reduction in the numbers of employees on campus. This will come from each individual department this week.

Please be diligent as we finish the semester, wash hands, wear masks, stay safe!

Dear Lions,

Once again, I write you to share the most current position the college is taking concerning COVID-19 and operations. For almost nine months, the college has been operating under Phase I and II of the Emergency Operations plan in compliance with federal, state and local regulations. This also includes the Texas Education Coordinating Board recommendations for reopening established in August. I offer the following information regarding upcoming holidays and the Spring 2021 semester.

Continued Policies and Procedures

Maintaining space from others is still one of the most effective tools in slowing the spread of COVID-19. In order to continue to support this effort, NCTC will encourage virtual meetings using tools such WebEx and will continue to restrict face-to-face meetings. • In accordance with guidance from the Centers for Disease Control and Prevention, College employees and students will continue to be required to wear a mask or other appropriate cloth face covering, over the mouth and nose, at all times in College buildings or within other indoor College facilities.

• Employees or students who feel at risk by wearing a mask or cloth face covering must contact Human Resources or the office of the Dean of Students immediately to discuss alternative options, or reasonable accommodations.

• Employees or students are permitted to remove the mask if working alone in an enclosed private space, assigned residence hall room, or office. However, masks must be worn at all other times as described above.

• Should a student or employee wish to eat or drink, he or she may remove the mask to do so provided they are situated more than six feet from others.

• While following appropriate social distancing guidelines, the use of masks in the College’s outdoor areas is encouraged, but not required.

• This policy will be strictly enforced. Failure to follow the policy may result in student or employee discipline.

Thanksgiving Break

Many of our faculty (100 plus course sections) have determined to move the remainder of their coursework to online format from November 30 - December 4 and finals. Others have determined to offer online live streaming or video recordings of course content even when the class is face to face and our CTE/Health Science programs will be completing students face to face as required for their disciplines (Associate Degree Nursing program will complete online after Thanksgiving).  

Upon returning to work after Thanksgiving break, the college will continue to be open, Monday through Thursday, 7:30 until 5:30, and closed on Fridays while maintaining current work schedules in which students are being served virtually until 7:30 PM Monday through Thursday and 8:00 to 12:00 on Friday.

Christmas Break

The Christmas Holiday Break will begin on December 21, 2020 and end January 3, 2021. All campus buildings will be closed to the public. Many departments of the college will be serving students virtually during that time. December 21-23 and 28-30, 2020 10:00 AM – 2:00 PM Enrollment Management, Registrar’s Office, and IT will be working a virtual staggered schedule for students and staff/faculty needs. 

Spring 2021

Beginning on January 4, 2021, the college will begin a work schedule of Monday through Thursday 8:00 AM-5:00 PM and Friday 8:00 AM- 12:00 PM. However, Offices that serve students directly will be working staggered schedules for coverages of 8:00 AM-6:30 PM Monday through Thursday and 8:00 AM-12:00 PM on Friday. These are essential hours of operations in order to serve the increasing numbers of students without access to technologies and those requiring face to face interaction for services.

Also, as is tradition, we will be open on Saturday January 9, 2021 and Saturday January 16, 2021 from 9:00 AM until 1:00 PM to serve students. 

Those who supervise employees that work on sight or those in charge of daily management for specific offices will be required to work in office and the same schedule as employees, understanding that may work staggered hours as well, BUT, they will be required to work on campus, Mondays through Fridays as well. 

At the onset of COVID-19, the Department of Labor enacted the Families First Coronavirus Response Act (FFCRA). The act provides leave and pay benefits for employees who are unable to work (either remotely or onsite) because:

• The employee chose to self-quarantine

• The employee is caring for an individual who is quarantined

• The employee has COVID-19, or experiencing COVID-19 symptoms and awaiting test results

• The employee is caring for a child whose school or daycare is closed for reasons related to COVID-19.

As it stands today, the FFCRA expires on December 31, 2020.  After that date, should an employee fall into any of the above categories, he or she will need to use available leave for the absences (sick or vacation; the instances above do not qualify for personal leave).

Faculty will be allowed to return to on-campus office hours if they so desire, however, encouragement will continue to be given to establish limited numbers of hours on campus, especially those teaching online only.  If you have private office you have more flexibility for office hours. However, if faculty are wishing to return to campus for work but are insecure about their shared office space, we are considering retrofitting some additional spaces to serve as temporary office space. For example, taking in a classroom not utilized in the FSB Exchange and placing several desks/computers at a good distance from each other. More information will come as we consider this, but if you think that is something you (as faculty) are interested in please email ddoss@nctc.edu and your campus director (Culberson, DeRoche, Birdwell, Davis, Kluth, or Baugh.

Deans will be required to work on campuses Monday through Thursday 8:00 AM to 5:00 PM and Friday’s 8:00 AM to 12:00 PM.

Faculty Division Chairs will be asked to be on campus in office two days a week as well.

Finally, all these procedures are contingent to federal, state or local shifts in protocols, gubernatorial or presidential executive orders, or subject to change if the college deems best to make shifts. In other words, all this can change in a moment depending on the numbers of COVID-19 cases in our service area and among our faculty, staff and students. 

Please continue to have patience with us as we navigate never before charted waters.  We will continue to update you as things progress or as shifts need to be made.

Dear NCTC Team,

As you are aware we continue to see a rise of COVID-19 cases in the communities we are serving. I am attempting to communicate on a regular basis with our Lion Community in order to provide our plans for the future and to instill in each of you that NCTC takes very seriously our role in protecting as best we can our faculty, staff and students.

To reiterate the majority of our colleges in the state are returning only CTE and/or specialized courses to face to face after Thanksgiving.  That being said, we already have the majority of classes online/hybrid for Fall 2020, so we are going to leave this decision to each faculty member in their own course(s). If you, as faculty members, see the need to or believe it is best to take your course online after Thanksgiving please feel free to do so.  However, I remind each of you that the deadline for making that decision November 16, 2020, so please notify your students, chair, dean and the Provost’s Office if you plan to move online. Again, if you wish to continue face to face in an already face to face course, you need make no changes or notify anyone. Staff will continue to work schedules as we have done this semester after Thanksgiving until Christmas Break (distant, face to face, etc.).

Dear NCTC Team,

First and foremost, let me apologize for the length of this, but there is a lot to cover.

I would like to once again that each of you for your patience, consideration and support of North Central Texas College and our students during these challenging times.  Our continued dedication to our values and principles of education have made us one of the greatest community colleges in the State of Texas, and in my opinion, the nation. 

So many questions continue to arise every day as new data is provided by local government and health organizations.  Our work to provide quality courses online during the summer months has been met with good enrollment numbers equal to that of last year. 

In light of Texas Gov. Greg Abbott’s recent executive orders, and in our efforts to move the College closer to “normal” operations, we have been met with increased cases of COVID-19 in all of our service area.  It is clear that Fall 2020 is not going to be normal and in fact will be very different from years past. 

The following is a general framework in compliance with national and state reopening plans and based on input from NCTC personnel, public health officials, and evidence-based public health protocols regarding the control of infectious disease.

Health and Safety Guidance

As the College returns to full campus operations, employees and students will notice a variety of changes designed to create a safe and healthy environment. 

Social Distancing: Maintaining space from others is one of the most effective tools in slowing the spread of COVID-19. Public health officials recommend that individuals remain at least six feet apart at all times, do not gather in groups, and avoid mass gatherings. To support this effort, NCTC will continue to encourage virtual meetings using tools such WebEx and Zoom and will restrict face-to-face meetings. Maintenance will remove or rearrange chairs and tables or add visual cue marks in meeting rooms to support social distancing practices between attendees. 

Advanced Cleaning Protocols: NCTC has collaborated with its custodial vendors to conduct advanced cleaning protocols in accordance with Centers for Disease Control (CDC) guidelines, and custodial services will conduct additional cleanings.

In addition to these disinfection procedures, additional care should be taken to wipe down commonly used surfaces. NCTC encourages all employees to wipe down their work areas with EPA-registered 60% alcohol solution before starting work and before leaving any room in which they have been working. NCTC is ordering additional cleaning supplies that will be provided for NCTC purpose. 

Plexiglass Dividers: A number of NCTC workstations are designed to provide customer service to the public. To protect these employees and campus visitors, the College is installing plexiglass dividers to maintain physical separation and will install additional dividers this summer. 

Face Masks/Face Coverings: Effective immediately the following Temporary Mask Policy goes into effect.

• In accordance with guidance from the Centers for Disease Control and Prevention, College employees and students are required to wear a mask or other appropriate cloth face covering, over the mouth and nose, at all times in College buildings or within other indoor College facilities.

• Employees or students who feel at risk by wearing a mask or cloth face covering must contact Human Resources or the office of the Dean of Students immediately to discuss alternative options, or reasonable accommodations.

• Employees or students are permitted to remove the mask if working alone in an enclosed private space, assigned residence hall room, or office. However, masks must be worn at all other times as described above.

• Should a student or employee wish to eat or drink, he or she may remove the mask to do so provided they are situated more than six feet from others.

• While following appropriate social distancing guidelines, the use of masks in the College’s outdoor areas is encouraged, but not required.

• This policy will be strictly enforced. Failure to follow the policy may result in student or employee discipline.

• The Board of Regents hereby provides the Chancellor with the authority to suspend or continue this policy as the COVID-19 pandemic conditions warrant, without the necessity of additional Board action.

Please note the following recommendations for proper use and care of face masks and coverings:

• Wash your hands or use hand sanitizer prior to handling the face mask/cover.

• Ensure the face mask/cover fits over the nose and under the chin.

• Avoid touching the front of the face mask/cover.

• Do not touch your eyes, nose, or mouth when removing the face mask/cover and wash your hands immediately after removing.

• Cloth face coverings may not be used more than one day at a time and must be washed after use. Cloth face coverings should be properly laundered with regular clothing detergent before first use and after each shift. Cloth face coverings should be replaced immediately if soiled, damaged, or contaminated.

• Disposable masks should not be used for more than one day and should be placed in the trash immediately if soiled, damaged, or contaminated.

Hand Sanitizer Stations: NCTC will install additional hand sanitizer stations in the common areas of every campus facility for use by employees and students. Disinfectant wipes will be available for use by instructors and students for wiping down instructional spaces as needed. 

Restrooms: Occupancy of restrooms will be limited based on facility size to ensure at least 6 feet of social distancing between individuals, and signage will be posted to indicate the appropriate capacity. Restrooms will be cleaned at least every two hours during the day and will undergo a detailed cleaning each evening. Please wash your hands thoroughly after using the restroom. 

Elevators: Campus elevators will be limited to two individuals at a time. When using the elevator, please wear your mask or face covering and avoid touching the elevator buttons with your exposed hand/fingers, if possible. Wash your hands or use hand sanitizer with at least 60% alcohol upon departing the elevator.

Travel: To safeguard our campus communities travel will be restricted between campuses, NCTC will continue to limit official travel to that deemed essential by the appropriate vice chancellor. (No college vehicles will be available). 

Use of Facilities: NCTC facilities will not host events for external organizations this summer. This includes meetings, banquets, luncheons, speeches, performances, and other gatherings. NCTC will not host summer camps, campus tours, or recruiting visits on any of its campuses. Further, we anticipate such events also will be limited during the Fall semester and all business meetings will be conducted in accordance with CDC guidelines.

Phased Return to Campus Operations

NCTC had originally planned to resume in-person campus operations in three distinct phases this summer. However, given the increased restrictions, increase numbers of COVID-19 cases in the service area, new governmental requirements, etc. we are making the following changes. 

Phase II (tentatively scheduled to begin Monday, July 20th will now begin August 3, 2020):  NCTC will return all employees to on-site work at a level not to exceed half of full-time employees in a given area. This phase will include additional employees who can begin to offer limited on-campus services made available by appointment only. These services will be identified based upon the advice of public health officials, the College’s business needs, and the input of individual departments. Phase II will remain in effect throughout the ENTIRE FALL SEMESTER. This Phase will constitute a work week of Monday through Thursday 7:30 AM – 7:30 PM.  This allows for cleaning staff to have Fridays, Saturdays and Sundays for further sanitization and cleaning. Supervisors will create schedules for each employee in which employees work on-site two days a week and via distance two days a week.  The longer day hours will reflect a schedule in which some employees will work from 7:30 to 5:30, some 8:00 to 6:00, etc.  These work schedules will include some of the following aspects. 

• Remote Work: Those who can work remotely to fulfill all or some of their work responsibilities may continue to do so to reduce the number of individuals on campus and the potential spread of the COVID-19 virus. These arrangements, which must be pre-approved by the employee’s immediate supervisor, can be conducted on a full or partial daily or weekly schedule as appropriate. All employees who continue to work remotely will continue to work their full number of assigned hours.

• Alternating Days: To limit the number of individuals and interactions among those on campus, departments will develop plans that schedule partial staffing on alternating day as mentioned above. Such schedules will help enable social distancing, especially in areas with large common workspaces.

• Staggered Reporting/Departing: Staggered reporting and departure times can reduce traffic in common areas and help to meet social distancing requirements.

The College anticipates a variety of situations in which employees may request that they continue to work remotely, supervisors should coordinate these arrangements in advance with the Human Resources Department. 

Also, even though you may be working a staggered in office schedule all full-time employees will still be required to certify and work a total (in office and at home) of 38 hours a week. 

Further Strategies Effective August 3, 2020

Self-Certification

NCTC will adopt a new interim regulation through the NCTC Health Check for the Fall semester that requires employees and students, prior to returning, to self-certify that within the last 14 days they have not been COVID positive, do not have COVID symptoms, and have not been in the presence of anyone known to be COVID positive. If the answer to any of these questions is “yes,” that individual will be required to notify NCTC, self-isolate for 14 days, and return to campus only if symptom-free at the end of that period. No employees will be allowed to return to work until they have self-certified, and employees will be required to self-certify on a weekly basis.

Testing Positive for COVID-19

As the COVID-19 pandemic continues, NCTC has plans in place in the event a NCTC employee or student tests positive for the virus. Those testing positive for the COVID-19 virus will receive appropriate treatment and place themselves in self-isolation as dictated by evidence-based public health protocols for the control of infectious disease. This will be conducted in conjunction with local medical and public health professionals, and where possible, those testing for COVID-19 will complete their self-isolation at their permanent residence. 

Students who test positive for COVID-19 may return to NCTC classes and activities after testing negative and after their return has been cleared by their health care provider or in accordance with the most recent local public health and medical guidance. 

Faculty and staff who test positive for COVID-19 will be required to work remotely or take sick leave or other appropriate leave in accordance with NCTC policies and regulations. These individuals will place themselves in self-isolation as determined by local health officials at the time of testing, returning to NCTC only after testing negative and being cleared to return by their health care provider or in accordance with the most recent local public health and medical guidance.

Conclusion

The COVID-19 pandemic continues to be a very fluid situation. In these unprecedented times, you may have many questions. Our planning continues to evolve, as we gather and adapt to new information, but I am committed to updating you every step of the way. NCTC’S success always has relied on our ability to work as a team. We are in this together and will come out of this even stronger.

Dear NCTC Community,

Now that the Spring semester has concluded, our minds turn toward the future. While we find
ourselves in extraordinary times, I have found strength in your continued resilience in the face of this
pandemic. Rest assured that we care about the well-being of our staff, faculty, students, and
community and want to keep you updated as the college responds to this ongoing situation.

In our most recent COVID-19 update, we announced that May Minimester, Summer I, Summer II,
and Summer III courses would be offered entirely online, and that all college personnel would
continue to work remotely through at least May 31st. In addition, NCTC student housing is closed for
the summer and all external meetings and events have been canceled.

In light of Texas Gov. Greg Abbott’s recent executive orders re-opening parts of the Texas economy,
NCTC will begin a phased return to campus staffing on Monday, June 15th. As we resume on campus operations, our top priority is to protect the safety and health of NCTC’s faculty, staff, and
students. With that goal in mind, we have taken a variety of steps to make our campuses safe and
outlined a flexible, multi-phase return to campus designed to meet NCTC’s operational needs while
protecting our campus communities and remaining responsive to the needs of our employees.

It is clear that the Fall 2020 semester will be very different from previous semesters. As public health
information concerning COVID-19 evolves, it is likely we will need to adjust our guidance. The
following is a general framework based on input from NCTC personnel, public health officials, and
evidence-based public health protocols regarding the control of infectious disease.

phase, the college will work with local health officials to monitor and ensure that the risk of contagion
is managed effectively before proceeding to the next phase. In advance of Phase 1, select NCTC
personnel have returned to campus in anticipation of the safe return of college employees.

Phase 1 (tentatively scheduled to begin Monday, June 15th): Phase 1 will focus on the return of
select key personnel needed to initiate essential functions related to resuming in-person work. In this
initial phase, NCTC personnel will be allowed to return to on-site work, either because they can most
effectively do their jobs on site or because their presence is required on site for management
purposes. During this phase, all in-person campus services also will continue to be offered remotely.
Employees selected to return to on-campus operations during this phase will be notified no later than
Monday, June 1st.

Phase 2 (tentatively scheduled to begin Monday, July 20th): Pending the successful implementation
of Phase 1, NCTC will return additional employees to on-site work at a level not to exceed half of
full-time employees in a given area. This phase will include additional employees who can begin to
offer limited on-campus services made available by appointment only. These services will be
identified based upon the advice of public health officials, the college’s business needs, and the
input of individual departments. Employees selected to return to on-campus operations during this
phase will be notified no later than Monday, July 6th.

Phase 3 (tentatively scheduled to begin Monday, August 17th): Pending the successful
implementation of Phase 2, NCTC anticipates returning additional employees to campus operations
during this phase to provide an expanded selection of on-campus services. The expansion of these
campus services will be identified based upon the advice of public health officials, the college’s
business needs, and the input of individual departments. Those personnel previously approved for
remote work assignments will remain off-site until the college receives further guidance from public
health authorities. Employees selected to return to on-campus operations during this phase will be
notified no later than Monday, August 3rd.

In the earliest phases of NCTC’s return to campus operations, no employee will be required to work
on site if they have valid health concerns.

During the summer, on-campus operations will be limited to the hours between 7:30 a.m. and 4:30
p.m. to allow cleaning crews to conduct advanced cleaning protocols each afternoon and
evening. NCTC will also remained closed on Fridays during the summer.

Fall Semester

The Fall semester represents a chance for a fresh start to a new academic year. As we continue to
overcome this challenge together, we must adapt our operations in light of these current
circumstances.

In recognition of the unique challenges ahead in the upcoming Fall semester, College leadership will
implement the following strategies:

Self-Certification: NCTC will adopt a new interim regulation for the Fall 2020 semester that requires
employees and students, prior to returning in August, to self-certify that within the last 14 days they
have not been COVID positive, do not have COVID symptoms, and have not been in the presence

permanent residence will be moved to a separate facility the college has established specifically
designated for self-isolation. Students requiring medical care will be treated, as appropriate, by
medical professionals.

Students who test positive for COVID-19 may return to NCTC classes and activities after testing
negative and after their return has been cleared by their health care provider or in accordance with
the most recent local public health and medical guidance.

Faculty and staff who test positive for COVID-19 will be required to work remotely or take sick leave
or other appropriate leave, in accordance with NCTC policies and regulations. These individuals will
place themselves in self-isolation as determined by local health officials at the time of testing,
returning to NCTC only after testing negative and being cleared to return by their health care
provider or in accordance with the most recent local public health and medical guidance.

Face Coverings: NCTC will continue to strongly encourage all employees and students to utilize
face coverings during the Fall 2020 semester. Some specific departments and positions, such as
Food Services and Health Sciences, may be required to utilize face coverings.

Instructional: Throughout this pandemic, we continue to keep the safety of the entire NCTC
community at the forefront. The challenges associated with COVID-19 necessitate changes to the
structure of the Fall 2020 academic programs.

NCTC will offer face-to-face, blended, and fully online courses this fall, with a concentration in
blended and fully online courses. All classes with a face-to-face component will be enhanced
virtually with online instruction conducted synchronously. To control on-campus presence and
classroom density, students registered for face-to-face and blended classes will rotate between
those modalities, allowing all students in the class to experience both face-to-face and remote
instruction.

Final exams in all courses – regardless of modality – will take place remotely, with the exception of
Career and Technical Education and Health Sciences courses and those students who have
obtained accommodations through Disability Services.

To accommodate social distancing requirements, course caps will be lowered to ensure that six-foot
social distancing guidelines are met and that classrooms will host no more than one person per 36
square feet and meet any local and state guidelines. Additionally, the college will offer an expanded
selection of Saturday courses to help meet student course needs while limiting course capacities.

Tuition and district-wide fees for the 2020-21 academic year have been posted. At the College’s
discretion, and to provide the safest environment for faculty, staff, and students, some or all
instruction for the 2020-21 academic year may be delivered remotely. Tuition and mandatory fees
have been set regardless of the method of instruction and will not be prorated or refunded in the
event instruction occurs remotely for any part of the academic year.

Housing: The Gainesville Campus will offer student housing to athletes during the Fall 2020
semester. As with other locations on campus, advanced cleaning protocols and social distancing
guidelines will be in effect. Common seating and gathering locations within the residence halls will
be closed and occupancy limitations will be in place in common restrooms and laundry room spaces.
Outdoor seating will be open but social distancing guidelines will apply.

Prior to move-in, students will undergo a screening process that includes a temperature check.
Further, routine temperature checks will continue to occur throughout the fall semester.

Food Services: NCTC will offer Food Services during the Fall 2020 semester. Plexiglass will be
installed in appropriate locations and the floors will be marked to encourage social distancing in
lines. All Food Services employees will wear facemasks and gloves.

In addition to serving meals for consumption in the dining spaces, the college will provide meals to
go. Dining area seating will be arranged to encourage social distancing and all dining spaces will
undergo frequent cleanings.

Athletics: NCTC currently anticipates having athletics in the fall and we continue to formulate our
plans for how these programs will be structured. The NJCAA, the two-year college intercollegiate
sports governing body, will announce its plans for Fall 2020 sports in mid-June. After that takes
place, NCTC will finalize plans regarding its Fall athletic programs.

The COVID-19 pandemic continues to be a very fluid situation. In these unprecedented times, you
may have many questions. Our planning continues to evolve, and as we gather and adapt to new
information, I am committed to updating you every step of the way. NCTC’s success always has
relied on our ability to work as a team. We are in this together and will come out of this even

A special thank you to our other 49 community colleges in the state that have worked together to
promote a common response to COVID-19. This plan mirrors many others in the state to bring
about continuity for our 750,000 community college students in the State of Texas.

Dear NCTC Students, Faculty, Staff, Alumni and Friends,

Extraordinary times require equally great responses, and we thought you should know about several key efforts helping NCTC and its communities thrive amidst the uncertainty and separation we are all facing.

First, let me just say we all sincerely hope you and your loved ones are in good health and remain so. If there is something we can do to assist you, we ere interested in helping and have provided all sorts of links and options for finding help locally and online.

The health and safety of all our NCTC communities continues to be our number one priority.

With that as our focus, faculty and staff have worked non-stop to transition classes to elearning (even career and technical classes) so students can isolate and yet belong, learn and grow. The effort has been remarkable, and I have never been prouder of our faculty for their response.

Safety is still Job #1
Campus closures are at the heart of our social-distancing efforts, including the cancellation of musical, civic and sporting events. There's no employee travel and all but a few of our staff and faculty are working from home. Everyone has email access and are checking their campus phones from 8:00 a.m. to 5:00 p.m. weekdays.

Students can use your help
Whether sheltering place in our dorms, or staying in apartments or family homes, a good many of our students are facing the pressures of loss of jobs, and emergency food, housing and living expenses. Our Covid-19 Resources page addresses some solutions for all, but you can personally help with a gift to our Emergency Student Fund. We have shared over $30,000 so far and anticipate even greater need in the coming weeks so every dollar counts.

From our alumni, friends, donors and amazing family of employees, the support in time, dollars, and kindness hos been an overwhelming gift. At a time when isolation and distancing are the prominent themes, we have never been closer.

Lions,

With President Trump’s latest extension regarding social distancing to April 30 as the COVID-19 cases surge, we need to understand the growing necessity to keep a distance from other people.

Effective today we will be extending our current EOP (Emergency Operations Plan) until April 30. This is an abundance of caution, but I would remind you that if things start to improve (as we pray they will) we can always begin to slowly bring staff back on campus at earlier dates.

Faculty, you will not be required to return to campus for the remainder of the Spring Semester. Because of your hard work online and the great job you are doing, I am confident you can work from home and not need to return to the campuses physically. Again, if you need to be on campus for a brief moment (picking up something, etc.) you will still need to receive approval from the Office of Emergency Management by emailing Patrick Abu at rbaugh@nctc.edu. Please note this is at the discretion of the Office of Emergency Management and some campus access may not be approved.

Faculty, on another note, you should be receiving your letter of intent for faculty extension this week or next. They have been mailed.

Staff, thank you so much for the hard work you are doing remotely. Answering text, emails, phones, advising our students the list is too long to provide, but thank you!

When we begin to bring staff back we will do so in a systematic manner, not an all “hands back on deck.” Our plan will make sure that there is still considerable social distancing as long as the CDC guidelines require and/or recommend these protocols.

I will continue to keep you updated as often as I can and have meaningful information to provide you.

Again, I have extended the physical campus closure to April 30.

North Central Texas College is closely tracking the coronavirus disease (COVID-19), and we are committed to the health and safety of our students, faculty and staff. We are continuously monitoring the Centers for Disease Control and Prevention (CDC), Texas Department of State Health and State Health Services, and our local County Health Departments across the District.

What you need to know:
At the present, there are no cases of COVID-19 at North Central Texas College, but for the health and safety of our students, faculty NCTC is adjusting its spring schedule and instructional and student services as follows:

• All courses will be offered online starting Monday, March 30, 2020 for the remainder of the Spring Semester.

• Almost all courses will be conducted fully online.

• Those courses that cannot be taught online will be put on hold until we can safely complete them while practicing social distancing.

• We are asking all of our employees to work remotely.

• All events and activities on campus through April 30 are canceled.

• Students that are scheduled to take a test will be notified with rescheduled dates.

We will begin online courses March 30, 2020. Our original plan included some limited student access to our campus, but in light of new information and recommendations, the decision has been made to restrict campus access and to put all classes online.

Your professors have been working diligently, especially in courses with hands-onlearning, to prepare lessons, online labs, etc. to provide high quality instruction from a distance. Many professors are planning to continue to teach their courses on the regular schedule with live online lectures and discussion during your scheduled class times, so it will still feel like the face-to-face course that you were taking. The Success Center, Tutoring, Completion Center, as well as all other student support
services will also be available online to support you.

North Central Texas College believes in continuing our daily lives, including your college courses, but we also know the importance of precautions. We are committed to providing a high-quality college experience. If you are feeling worried, please give yourself a least a week to find a new rhythm for your studies. The deadline for withdrawing from a class will be extended to at least April 3 so you will
have time before you make any decisions.

Here’s how to start:

1. Almost all courses will be conducted fully online. Please check Canvas (nctc.onelogin.com) regularly as your professors will be beginning to communicate with you regarding details for these courses.

2. A small number of classes cannot be taught online and will be put on hold until we can safely hold these classes while practicing social distancing. You should assume your classes will be taught online unless you receive a specific email that they are on hold. Classes that are put on hold are expected to resume in the not too distant future and we expect that you will be able to complete them not later than June 30.

3. We will post further information regarding payments, etc. on the college website by March 30, 2020.

Again, I remind you that no faculty, students, or staff are allowed on campus without express written consent from a member from the Office of Emergency Management. All campuses will remain closed until further notice. Staff, if you need to be on campus to pick up materials, etc. please email Patrick Abu at rbaugh@nctc.edu for permission to come on campus. We will be staggering these times to comply with CDC regulations and the Governor’s directives. Also, staff look for emails in the coming days regarding staffing that may need work hours on campus (i.e. payroll, billing, receiving, etc).

Dear NCTC Family,

The health and safety of our North Central Texas College students, staff, faculty, parents, and
community is a high priority. We want to keep you informed regarding the steps the NCTC COVID-19
Task Force is taking regarding the ongoing news around Coronavirus (COVID-19), and that we are
monitoring the situation through reliable resources like the Texas Department of Health and Human
Services (DHHS), and Centers for Disease Control (CDC) and all of our local Emergency Management
Officials.

We realize that with any new illness there is uncertainty and concern. We ask that you help partner with
us and concentrate on the facts and preventative measures. While the risk is currently low in Texas, and
there are no reported cases in our immediate area, we are taking all necessary steps to provide a
healthy environment for our staff and students. The college’s custodial team members remain vigilant
about regular cleaning and disinfecting.

As an employer, out of an abundance of caution, we are asking our students, faculty, and staff to be
mindful of our community and self-report any family/self-travel to Level 1, 2 or 3 areas to the NCTC
Recent & Planned Travel Survey. Again, if you do not feel well following travel to a Level 1, 2 or 3 area,
we ask that you please stay at home. In such an event, please contact a medical professional and follow
the medical professional’s advice, including any encouragement to self-quarantine for 14 days.

We realize many of us have plans to travel this Spring Break. It is highly likely that travel advisories from the CDC will remain in place, making international travel difficult. As of 3/11/2020, travel from Europe to the United States has been banned. If you are traveling, we encourage you to follow the
recommendations on the CDC information for travel webpage. With current CDC guidelines, travel
outside of the United States, or through any impacted region, has the potential to cause delayed entry
back to the United States and would affect your return to the college. Given the rapidly changing public
health situation, we urge you to take any necessary precautions in advance when traveling.

We are working closely with health agencies as more information becomes available, and if a confirmed
case is brought to our attention, we will share that information with you. Any decisions that may need
to be made regarding a change to college operations will be done so with guidance from the CDC,
and/or local health officials. Our college has protocols in place for managing temporary closures should
they be needed.

Please note that there are no confirmed cases of the coronavirus on any of the NCTC campuses.

The College Administration has made the following decisions:

Classes:

• Spring Break for students will be extended through March 29, 2020. The spring semester will
  resume on Monday, March 30; however, classes will be provided strictly in an online format for
  a one-week period from March 30 through April 4, 2020.

• NCTC Emergency Management and Administration will continue to monitor the conditions
  around COVID-19 during this time period, and a future decision will be made as to when face-to-face instruction can resume.

• Faculty should use the week of March 23 to March 27 to prepare for online course delivery
  beginning Monday, March 30. In addition, second 8-week classes will begin on March 30, 2020. Interim Provost, Dr. Bruce King, will send further details to the faculty.

On-Campus Housing, Dining and Activities:

• Residence halls and dining services, based on demand, will be open during the next three weeks;
  however, we ask students to determine whether their campus or permanent residence is safest.

• As students think about and make decisions on returning to campus, please consider the CDC’s
  criteria for people considered to be at higher risk, including older adults and people with serious
  chronic medical conditions.

• All student and staff meetings and activities have been suspended until further notice.

• NCTC’s cleaning services have increased the frequency and depth of cleaning and disinfection in
  residence halls, dining room, libraries, and common impact areas.

• We encourage student and staff to exercise social distancing and cough etiquette. As
  recommended by the CDC, wash your hands thoroughly and often.

Faculty and Staff:

• If you or a member of your household falls into one of the high-risk groups as identified by the
  CDC, such that you may be advised by a health authority not to come to work, please contact
  Human Resources.

• We encourage faculty and staff also to exercise social distancing and cough etiquette. As
  recommended by the CDC wash your hands thoroughly and often.

• Although students will not physically be on campus for instruction, staff will return to work on
  Tuesday, March 24, 2020.

• We remind you of the resources available, including virtual doctor visits through Blue Cross Blue
  Shield and the Employee Assistance Program. Additional information can be found on https://my.nctc.edu/

Travel:

• If you have traveled over Spring Break, either domestically or internationally, to areas with
  widespread, ongoing community spread of COVID-19, you should follow CDC guidance to self-isolate for 14 days and monitor for symptoms, including fever, cough and shortness of breath. If you experience any of these symptoms, please follow CDC guidelines.

• All college sponsored international travel for students, faculty and staff is suspended until
  further notice.

• All college-related domestic travel has been restricted to NCTC District Service Area only (Cooke,
  Montague, Denton, and Graham ISD) through May 1. Any mission-critical exceptions must be
  approved by the Office of Emergency Management.

Events and Athletic Competitions:

• Events, conferences and other large gatherings scheduled through the end of the spring
  semester are currently under review by the NCTC COVID-19 Task Force.

• All athletic travel and events are canceled until further notice.

Finally, we encourage you to visit NCTC’s COVID-19 website at nctc.edu/coronavirus periodically for additional information and updates for the campus community.

This is a challenging time for our communities, but the health and safety of our NCTC family is mission
critical for NCTC. We encourage each of us to be patient during this time as we work each day to mitigate the risks.
